Vigilance Setup in Uttar pradesh
The U.P. Government is committed to check the menace of corruption and has taken several steps in this direction. The portfolio of Vigilance is with the Chief Minister. Vigilance work involves keeping watch over public servants of doubtful integrity, gathering information, scrutinizing complaints against public servants about corruption, conducting enquiries / investigations and advising various Government Department / Agencies about matters related to corruption etc.
A Vigilance Commission has been set up in 1964 to advise the Government on all
matters related to corruption. The U.P. Vigilance Establishment has been created
under the U.P. Vigilance Establishment Act,1965 as a specialised agency to enquire
/ investigate into corruption and other related matters involving public servants.
It has its headquarters at Lucknow and has several units in the field. Under
the provisions of U.P. Lok Ayukta and UP Lok Ayukta Act, 1975, Lok A
yukta has
been appointed for investigation of complaints against Ministers, Legislators,
Adhyaksha Zila Parishad, Pramukh Kshetra Samiti, Nagar Pramukh, President Municipal
Board, persons appointed to a public service or post in connection with the
affairs of the State of Uttar Pradesh, etc.
In important Government Departments / Organisations Chief Vigilance Officers have been appointed to act as a watchdog against corruption. Apart from monitoring and expediting enquiry/ investigation in corruption cases and other related work, they can receive complaints of corruption against persons working in their Departments / Organisations and get them enquired into. Complaints regarding corruption in any Department can be sent to the Principal Secretary / Secretary of that Department, who is also designated as the Chief Vigilance Officer (CVO) or to the Vigilance officer (VO) of the department. In case a complaint needs to be sent to the Vigilance Department, it can be addressed to the Principal Secretary / Secretary, Department of Vigilance, Sachivalaya, Lucknow-226001.
